जहां उत्तर प्रदेश के मुख्यमंत्री अवैध निर्माणों को लेकर सख्त दिखाई दे रहे है। तो वही अवैध निर्माणकर्ता बिना किसी डर के सील तोड़कर निर्माण को पूर्ण करते दिखाई दे रहे है। आपको बतादे की मामला मेरठ विकास प्राधिकरण के प्रवर्तन खंड जोन ए वन क्षेत्र के शहर सर्राफा बाजार स्थित कागजी बाजार का है। वहा संकरी गलियों में नियमों को ताक पर रखकर जितेंद्र काला नामक व्यक्ति द्वारा अवैध कॉम्प्लेक्स का निर्माण कार्य किया जा रहा है। जिसमे ऊपरी मंजिल का लेंटर डाल दिया गया है। (सबसे बड़ा सवाल) लेंटर डाले जानें के बाद प्राधिकरण द्वारा इस अवैध कॉम्प्लेक्स के निर्माण पर सील की कार्यवाही की गई है। जबकि लेंटर डालने से पहले ही सील की कार्यवाही की जा सकती थीं लेकिन एसा नहीं की गया।

उसके बाद अवैध निर्माणकर्ता मेरठ विकास प्राधिकरण को ठेंगा दिखाते हुए सील तोड़कर कॉम्पलेक्स के निर्माणकार्य को पूर्ण करने में लगा हुआ है। और अब 2nd फ्लोर के निर्माण कार्य की शुरुआत कर दी गई है। जिसके चलते मेडा विभाग के उपाध्याक्ष अभिषेक पांडेय को कार्यवाही के नाम पर गुमराह किया जा रहा है।
